Classic Chebureki with Fresh Dough and Meat Filling

Preparation
Step 1
First, prepare all necessary ingredients and spices for classic chebureki.
Step 2
For the fresh dough, pour 250 ml (1 cup) of warm boiled water into a measuring cup, add 1 tsp of salt, and stir to dissolve.
Step 3
In a large bowl, sift 500 g (4 cups) of all-purpose flour. Reserve 50 g (¼ cup) of flour for dusting. Pour the salted water into the flour, mix, and knead into fresh dough.
Step 4
Knead the dough by hand for 10 minutes until firm and elastic.
Step 5
Form the dough into a tight ball and place it in a plastic bag for 30 minutes.
Step 6
Finely chop one large onion and place it in a deep bowl. Mash thoroughly until juice is released; the onion should not remain hard in the meat filling.
Step 7
Add 400 g (14 oz) of mixed meat filling, 100 ml (⅓ cup + 1 tsp) of warm boiled water, cumin, a mix of ground black and red peppers, and 1 tbsp of vegetable oil.
Step 8
Mix all ingredients thoroughly to create a uniform meat filling and let it rest to absorb the spices.
Step 9
Place the rested dough on a floured surface, knead, then divide it into two equal parts.
Step 10
Dust the table with flour. Roll each part into a log and cut into pieces of desired size.
Step 11
Dust each piece with flour and roll into thin discs. Use a pot lid to cut uniform circles for aesthetic chebureki shapes.
Step 12
Stir the rested meat filling again. Place 1 tbsp of filling on each disc, spread evenly toward one edge, and fold the disc over.
Step 13
Gently press out the air and seal the edges with a fork. Repeat for the remaining chebureki.
Step 14
Heat a skillet on medium heat, pour ~200 ml (¾ cup + 1 tsp) of vegetable oil, and heat well. Place the chebureki in the skillet and fry on medium heat until golden brown on one side.
Step 15
Flip the chebureki and fry the other side on medium heat until fully cooked.
Step 16
Remove the fried chebureki onto paper towels to absorb excess oil, then transfer to serving plates.
